NORWICH - A Norwich man was arrested June 8 for exposing himself in the presence of a toddler at River Street Park in the City of Norwich and was released.
It is the second time in about two weeks a man charged with a sex crime against a child has been freed under New York's bail laws.
The man was arrested after police received a complaint about a male exposing himself in the presence of a toddler at River Street Park, according to the City of Norwich Police Department.
Police said Luke A. Remillard, 44, of Norwich, was located a short time later and arrested following an investigation.
Remillard was charged with public lewdness and endangering the welfare of a child, both class A misdemeanors. He was processed at the City of Norwich Police Department and issued appearance tickets to appear in City of Norwich Court at a later date.
Police said the charges are not bail-eligible offenses under New York state law.
The department thanked the person who promptly reported the incident and encouraged anyone who witnesses suspicious or criminal activity to contact law enforcement immediately. The Norwich Police can be reached at 607-334-1212.
The arrest follows an unrelated May 24 incident at the Norwich Family YMCA where a separate man reportedly exposed himself to children and fled the scene.
Norwich officers responded to the YMCA with aid from the Chenango County Sheriff’s Office and they charged Frederic R. Barnes, 43, of Greene. He was located May 28 with the assistance of the Sheriff's Office and charged with endangering the welfare of a child and first-degree public lewdness, both Class A misdemeanors, and harassment and exposure of a person, both violations.
He was also released.
