Bail reform forces release of alleged pervert after Norwich police charge him with exposing himself to YMCA children

NORWICH - Following an investigation into a reported incident at the Norwich Family YMCA involving a male exposing himself to underage children, the Norwich Police Department has arrested a Town of Greene man on multiple charges.

On Sunday, May 24, officers from the City of Norwich Police Department responded to the Norwich Family YMCA after receiving a report that an adult male had allegedly exposed himself in the presence of underage children.

Executive Director of the YMCA Jamey Mullen stated “Upon learning about the incident, YMCA staff immediately took action and followed established safety and reporting procedures. Staff members swiftly notified law enforcement and assisted officers throughout the investigation. They provided witness information, facility access details, and surveillance footage.”

Due to the YMCA’s robust security surveillance system, the subject was able to be positively identified.

On May 28, Frederic R. Barnes, 43, of Greene, was eventually located by the City of Norwich Police Department in the Town of Greene and with the assistance of the Chenango County Sheriff’s Office, he was taken into custody.

Frederic was charged with: Endangering the Welfare of a Child (Class A Misdemeanor). Public Lewdness in the First Degree (Class A Misdemeanor). Harassment in the Second Degree (Violation). Exposure of a Person (Violation)

Barnes was processed at the Norwich Police Department and subsequently arraigned in Norwich City Court.

Pursuant to New York State bail reform laws, the charges do not qualify for bail, and Barnes was released on his own recognizance pending future court proceedings.

City of Norwich Police Chief Matthew Roberts said, "When allegations involve the safety of children, we take them extremely seriously. I want to thank the YMCA staff, witnesses coming forward, and our officers for doing their part throughout this investigation. Their efforts were instrumental in bringing this case to a timely resolution so that the Norwich Family YMCA will continue to be a place where our youth and adults alike can continue to have a safe and positive experience."

This investigation is continuing and more charges are expected at a later date said police.
