CHENANGO COUNTY — Last week, leaders from local child care-related organizations met to discuss concerns and uncertainties with Child Care Assistance Block Grants provided through the state.
The meeting consisted of personnel from Chenango County Department of Social Services (DSS), Commerce Chenango, the Norwich Family YMCA, The Place, United Way of Mid Rural New York, and Family Enrichment Network.
DSS Commissioner Daniel Auwarter explained that Child Care Assistance Block Grants come from the federal government to the state government, which then disseminates funding to counties based on an allocation algorithm.
For many years, this system has worked to provide financial assistance to lower-income families who need help covering the cost of daycare. Eligible families who are approved for assistance are guaranteed financial support for 12 months.
However, in 2023, the state expanded eligibility criteria, making families who earn under 85 percent of New York State's median income eligible for assistance. For example, a family of four with an annual income of $113,567.65 or less would be eligible for Child Care Assistance Program (CCAP) vouchers to help cover the cost of child care for children under the age of 13.
