NEW BERLIN – On May 16, the New York State Police arrested four people in connection with a case of more than one-hundred neglected animals at a farm on Clark Lane and Pig Farm Lane in New Berlin.

Each have been charged with felonies and misdemeanors from the Agriculture and Markets Law.

Dominick E Brown, 44, is charge with 9 counts of the class “E” felony of Aggravated Cruelty to Animals and 95 counts of the misdemeanor of Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance.  

Jane M. Richards, 74, is charged with 9 counts of the class “E” felony of Aggravated Cruelty to Animals and 87 counts of the misdemeanor of Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance.  

Helen F. Goude, 56, is charged with 2 counts of the class “E” felony of Aggravated Cruelty to Animals
3 counts of the misdemeanor of Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance.  

Katheriena M.Goude, 60, is charged with 2 counts of the class “E” felony of Aggravated Cruelty to Animals and 3 counts of the misdemeanor of Overdriving, Torturing and Injuring Animals; Failure to Provide Proper Sustenance.  

On April 26, 2024, New York State Police, New York State Environmental Conservation, New York State Forest Rangers, New Berlin Police, Chenango County and Susquehanna SPCA as well as the Office of Emergency Management served a search warrant at properties located on Clark Lane and Pig Farm Lane in the town of New Berlin.  

Over two dozen animals were located deceased and an additional 107 neglected animals were removed.   The animals included horses, swine, cattle, sheep, goats, a llama, dogs and cats.
