During the course of the investigation, the Norwich Fire Department was able to extinguish the fire and secure the building. The Norwich City Police Department then worked closely with the Chenango County Arson Task Force, evidence was collected, and an arrest made of Rhonda Lewis.

“This is a building that houses just under 20 people, and we are lucky that the fire department and the Norwich Police Officers were able to respond quickly, and save lives,” reports Chief Reuben Roach.

Lewis was arraigned at CAB Court and held on no bail, pending further court appearances.
