Alleged child rapist faces life in prison after targeting two children

AFTON – A 32-year-old man from Chenango County has been indicted by a grand jury with several felonies for allegedly raping two young children.

James D. Blackman of Afton is accused of raping and abusing two young boys under the age of 11 and could face 25 years to life in prison if convicted of the top charges against him.

Chenango County Judge Frank B. Revoir set Blackman's bail in the case at $150,000 at a hearing held last month. Blackman is currently being held at the Chenango County Correctional Facility.

At the proceeding, First Assistant District Attorney Christine M. Rudy said Blackman had given a statement to New York State Police investigators “fully admitting” to the crimes he was charged with. Rudy said Blackman committed anal and oral rape of the children.

At a recent arraignment in county court, Blackman pleaded not guilty to the charges.

A joint investigation by New York State Police Investigators in Sidney and Binghamton led to Blackman's arrest.

The alleged incidents were reported to have taken place on April 14. Police received a report on April 15 of inappropriate behavior involving the children. About 13 days later, following a subsequent investigation, Blackman was arrested on April 28.

The Chenango County grand jury indicted him on the following charges: Four counts of Predatory Sex Assault Against a Child, a class “A” felony; four counts of Criminal Sex Act in the First Degree, a class “B” felony; two counts of Sex Abuse in the first degree; and two counts of Endangering the Welfare of a Child, a misdemeanor.

Police also urged, “If you are concerned that a child is being abused, the NY State Police are ready to help. Please report any incidents no matter what your role is, parent, family member, coach, teacher or religious leader.”
