NORWICH - As part of an ongoing narcotics investigation, Norwich City Police executed a no-knock search warrant at approximately 5 a.m. Thursday at 35 Pleasant Street resulting in the arrest of 10 individuals and the reported discovery of a methamphetamine lab.
Norwich Police Chief Reuben J. Roach said the arrests followed a months-long investigation into drug activity at the residence were investigators successfully conducted controlled purchases of methamphetamine and fentanyl.
The New York State Police Contaminated Crime Scene Emergency Response Team (CCERT) was called to safely remove hazardous materials found at the scene. Due to the lab’s toxicity, the Norwich Fire Department and city codes officials condemned the property, said Roach.
“This house will be shut down and the neighborhood can have peace again,” said Chief Reuben J. Roach. “The detectives and officers did a phenomenal job.”
Todd W. Diamond Sr., 55, Norwich was charged with second-degree criminal sale of a controlled substance (Class A-II felony), third-degree criminal sale of a controlled substance (Class B felony), fourth-degree criminal possession of a controlled substance – methamphetamine (Class C felony), third-degree criminal possession of a weapon (Class D felony), and first-degree criminal nuisance (Class E felony).
Charles L. Bates, 66, Norwich was charged with third-degree criminal sale of a controlled substance (Class B felony) and first-degree criminal nuisance (Class E felony).
Todd W. Diamond Jr., 34, Norwich was charged with first-degree criminal nuisance (Class E felony).
Loreen M. Diamond, 52, Norwich was charged with first-degree criminal nuisance (Class E felony) and seventh-degree criminal possession of a controlled substance (Class A misdemeanor).
Andrew J. Palmer, 27, Norwich was charged with first-degree criminal nuisance (Class E felony) and seventh-degree criminal possession of a controlled substance (Class A misdemeanor).
Stephanie D. Donnelly, 24, Norwich was charged with first-degree criminal nuisance (Class E felony) and seventh-degree criminal possession of a controlled substance (Class A misdemeanor).
Harold E. Grome, 58, Norwich was charged with first-degree criminal nuisance (Class E felony) and seventh-degree criminal possession of a controlled substance (Class A misdemeanor).
Travis D. Foster, 37, Norwich was charged with first-degree criminal nuisance (Class E felony) and seventh-degree criminal possession of a controlled substance (Class A misdemeanor).
Matthew M. Tiedemann, 42, Norwich was charged with first-degree criminal nuisance (Class E felony) and seventh-degree criminal possession of a controlled substance (Class A misdemeanor).
Richard S. Garreau, 29, Norwich was charged with first-degree criminal nuisance (Class E felony).
Todd Diamond Sr. and Charles L. Bates were arraigned in Norwich City Court and remanded to the Chenango County Sheriff’s Office pending further hearings. The other defendants were released with appearance tickets, in accordance with current New York State laws.
