NORWICH — A City of Norwich Fire Department firefighter was recently promoted to fire captain. At the January 18 common council meeting, City of Norwich Fire Department Chief Jan Papelino conducted the swearing-in ceremony of William Ballin III.

"This isn't just an oath, it's a commitment to public service, and it's my honor to administer this oath tonight," said Papelino.

"I, William Ballin III, do solemnly swear to faithfully execute the duties of Fire Captain for the City of Norwich, to selflessly serve the citizens of the City of Norwich and the surrounding areas with respect, integrity, and excellence," said Ballin. "And to defend the constitution of the United States of America and the State of New York, and the laws and ordinances of the State of New York, Chenango County, and the City of Norwich. So help me god."
