NORWICH – Following an investigation by Chenango County Child Protective Services, a Norwich man was accused of three separate sexual charges after allegedly sexually abusing a minor.

Paul H. Russell Sr., 47, of Norwich, was charged with first-degree sexual abuse, a class D felony, second-degree course of sexual conduct against a child, a class D felony, and forcible touching, a class A misdemeanor.

Allegedly, Russell subjected a person younger than 11-years-old to sexual contact on two or more occasions over a three month period.
