GUILFORD – In two unrelated incidents, New York State Police at Sidney arrested two Chenango County men in the Town of Guilford.

The New York State Police at Sidney arrested Karlton A. Tompkins, 38, of Mount Upton on Dec. 14, at approximately 9:15 p.m.

Tompkins was charged with the misdemeanors of operating a motor vehicle while impaired by drugs; criminal possession of a controlled substance seventh degree; and obstruction of governmental administration in the second degree.

This arrest occurred after a New York State Trooper responded to a report of a man sleeping at the wheel of a parked vehicle at a business on State Route 8 in the Town of Guilford.

The responding trooper alleged that he did observe Tompkins sleeping behind the wheel of a parked vehicle, with the engine still running.

An investigation ensued, and it was determined that Tompkins was impaired by drugs.
