Retired NYC law  enforcement officer enters plea of guilty to drunken vehicular assault

NORWICH – On Monday, Nov. 23, Chenango County Court was prepared to hear the case of Richard C. Swanson, 51, of Oxford on the matter related to his previous arrest.

In April of this year Swanson was involved in a two-car motor vehicle accident that caused the 31-year-old victim Heather Bradley of Binghamton, formerly of Norwich, to be transported to Wilson Memorial Hospital.

Sheriff's deputies on the scene of the accident alleged that Bradley was traveling northbound on State Route 12 and that Swanson's half-ton GMC pickup failed to yield the right of way, forcing Bradley's Ford Explorer to come into contact with Swanson's vehicle.

In addiction to the injuries and the damage done to both vehicles, a fire hydrant along the west side of State Highway 12 was completely removed from its base as a result of impact from one of the vehicles.

Swanson was administered a field sobriety test at the scene of the accident and later arrested and charged for driving while intoxicated by investigation officer Deputy Hitt of the Chenango Sheriff’s Office.

Swanson was present in court before Judge Frank B. Revoir Jr., with his attorney Thomas O'Hern.

District Attorney Joseph A. McBride represented the people on this matter.

Swanson had previously planned to take this matter to trial, and was scheduled for Huntley, Dunaway, and Mapp Hearings, to discuss the admissibility of evidence that could be used in this coming trial.
