Major flooding closes county roads

NORWICH – Major flooding across Chenango County closed county Routes 38 in Guilford, 17 in Bainbridge and 32 in the Norwich early this morning as well as the Halfway House bridge that connects 32 with state Route 12 in the town of Norwich.

The East River Road was fully closed at 8 a.m. from 12B to Dan Main Road due to a broken box culvert. Road reconstruction engineer Larry Shaw said stones from high up on the eastern slopes came down across the road. County Route 32 has been under construction since April.



Deputy Director of Public Works Jeffrey Barrows said Route 38 would be closed for an extended period of time. Two box culverts along the roadway were completely washed out, he said.

A mudslide on county Route 32 between Main Street and Hale Street in hampered passage into and out of the City of Norwich from the east.

“We’d like everyone to stay off the roads. Almost every road in the county has gravel, washouts and is very dangerous traveling,” Barrows said. County emergency management officials were in a closed meeting at the Public Safety Facility Wednesday morning reviewing the situation.
