City to appoint interim mayor

NORWICH – In light of the untimely May 29 passing of Mayor Robert Raphael Jr., City of Norwich officials say a new interim mayor could be appointed to the office as early as next week.

City Human Resources Director Deborah DeForest confirmed that the Common Council, based on the city’s charter, is in charge of picking the next mayor. “With no guarantees,” she said the council could possibly appoint the new city leader in a meeting next week.

DeForest explained that whoever is appointed – and she said it essentially could be anyone who the council believes is qualified – that person would serve until at least Dec. 31, 2006, depending on the results of an open mayoral ballot in the upcoming November general election. The winner of the November election would then serve out the final year of Mayor Raphael’s term. The regular mayoral election occurring in November 2007 will decide who will preside over the next full two-year term.
