NORWICH – Not even a month after legislators passed the New York state budget, lawmakers and school administrators are still trying to decipher what to make of the new regulations put into place regarding educational funding and spending.

Many factors came into play this year when it came time to sketch out the budget proposal for the ‘07-08 school year. Because of new regulations, administrators from the Norwich School District say five rough budgets were drafted as a precaution until exact funding was known.

The school board, after many hours of deliberation and open discussion, is scheduled to adopt the projected budget at the meeting scheduled for 7 p.m., April 25. This year’s proposed budget totals $32,305,709, up from last year’s $29,627,137, showing a 9 percent increase for the upcoming year. This year’s tax levy set at $10,116,707 shows a 3.94 percent increase from last year’s, which totaled $9,733,301.

This year, unlike several in the past, the state budget includes roughly a billion dollars in additional school aid. Local administrators say the money, though an asset in some ways, also means stricter regulations about how districts can spend it.
