Brown charged in Norwich woman's murder

NORWICH – A Norwich woman missing since Monday has been found dead, and one of her former tenants has been charged with her murder. The body of Tammy L. Periard, 45, was discovered by police early Thursday morning during the execution of a search warrant. Daniel L. Brown, 45, of 56 Henry St., has been arrested and charged with 2nd degree murder, a Class A-1 felony. Police have indicated more people may have been involved, and new arrests may still be made.

“I hope that they’ve found the right person and everyone else involved. I pray that justice is served. No one deserved this, not my sister,” said Periard’s sister, Lisa Fitch.



“I am pleased with the investigation that was conducted. Investigators worked very closely with District Attorney Joseph McBride. At this time I can not speak of any specifics of this crime, because many leads are being investigated, and other people may still be involved,” said Norwich City Police Chief Joseph Angelino.

Family members reported Periard, the manager of several local apartment houses, missing to police on Tuesday afternoon; the last time she was seen alive was 8 a.m. Monday.

Police discovered Periard’s abandoned vehicle at 5 p.m. Tuesday in a parking lot on Rexford Street and reported that there was no reasonable explanation why it would have been there. Police said Periard was well-known locally as the manager of several apartment houses in and around the City of Norwich. None of her managed buildings were near the location where her car was found.

This loss is painful for everyone. When something like this happens, the whole community is there to support the family and that is a beautiful precious thing. Tammy was a very good person to me and my family as has the whole family. They are all great people, friends, & family and my heart bleeds for all of you. Tammy's memory will live on in our hearts forever. The man or people that did this will pay dearly. The Good Lord will not let this go unattended.

Days are going to be hard for a while, but know that we all love you and are hear for you night or day, just a phone call away. Please keep your chin up and stay strong. As a team, your strength will grow to get you through this. GOD Bless your younger children that are trying so hard to understand 'why' and GOD Bless the family. You are all in our prayers.

Also, GOD Bless the family of that sick man for they had nothing to do with this horrible act. I pray that their children do not get picked on tormented by people for their fathers dimented actions. Please remember, they are only children with no control over a sick mind.

I love you Lavern & Lisa & all of you and can only pray for brighter days ahead for you.

I rented off tammy since november of this year and she was always a sweet kind and careing person...why someone would take the life of someone as sweet as her is just sick..i hope that justice is served and brown gets his in the long run....my prayers are with her and her family...she will be greatly missed...

Tammy - you were my very best friend in high school - we were like sisters. Although we grew apart over the years, we still spoke when we saw each other. I can't believe you're gone.
I also know the Brown family, and feel especially bad for his children. They do not deserve to go through even more torment because of their father's actions. Say a prayer for them also - they are the innocent victims in this as well.

tammy didn't deseve this no one does. May god help her family though these tough times. We will all miss her very much, tammy was the best. May god be with her.

My heart goes out to the family. My mind, wants more answers, some that maybe Tyler can grab in a follow up story. For instance, how and why did the charge go from 1st degree murder to 2nd? What was the basis of that decision? And why is the judge even considering bail? Seems, given this man's violent tendencies, he'd be dangerous to have on our streets, not to mention a huge flight risk. Can you dig into those things Tyler, and let us know?

I grew up with and went to school with Brown and I will tell you he is one sick and evil person he should suffer and be slowly beat to death. I pray for tammys family and wish them peace and justice!

the words tammy cant say so i will do it for her.when tomorrow starts without me and you are not there to see if the sun should rise and find your eyes all filled with tears for me i wish so much you would not cry the way you did today.while thinking of the many things we did not get to say.i know how much you love me as much as i love you and each time that you think of me i know you will miss me too. but when tomorrow starts without me please try to under stand,that an angel came and calld my name, and took me by the hand.and said my place was ready, in heaven far above, and that i would have to leave behind, all those i dearly loved. but when i walked though heavens gates,i felt so much at home, when god looked down and smild at me.from his great golden throne, he said this is eternity,and all i promised you today for life on earth is past. but here it starts anew. i promise no tomorrow.for today will always last,and since each days is the same way. there is no longing for the past.so when tomorrow starts with out me. do not think were far apart.for every time you think of me .i am right there in your heart...we all will miss tammy and love her.. to Charlie, Bev, Terri,pam. you are in our hearts and prayers.from pauline and ben combes

I have rented from this family for years. They are kind, couteous and VERY repsonsible to their tenants. Noone, especially not wonderful folks of this caliber, deserve to have this horrid unspeakable tragedy thrust upon them. This was a terrible tragedy; no one should have this done to them. Makes you wonder what our society is coming to. I`m a firm believer in an eye for an eye...... I hope that this person gets just what he deserves.

My deepest feeling are for tammy and her family .She was a very sweet person that did no harm to no one. she did not deafently deserve this kind of treatment . her prayers and her familys prayers are with in me . we will miss her bunches.
