NORWICH – According to Chenango County Sheriff Ernie R. Cutting Jr., a Town of Norwich man sits in a local jail charged with one count of criminal contempt in the first degree, a class E felony, following his arrest by Chenango County Sheriff's Office on Wednesday.

After responding to a report of a domestic dispute, CCSO arrested 21-year-old Damion M. Spicer after finding that Spicer allegedly subjected a female victim to unwanted physical contact while an order of protection was in place.
