Sex offender released without bail against DA’s recommendation

NORWICH – A 25-year-old homeless sex offender was arrested Monday and was released on his own recognizance against the Chenango County District Attorney’s recommendation.

Anthony John Biviano was arrested at 11 a.m. Tuesday by an employee of the Norwich Police Department.

Biviano was charged with failing to register his change of address as a sex offender, a class E felony offense.
