Alleged Sex Offender Arraigned On 11 Counts; “drug Dealer” Fails To Appear

NORWICH – An alleged sex offender and another man, a “known drug dealer” were arraigned on Jan. 7 in Chenango County Court by Judge James E. Downey.

• William J. Quigley, 53, Sidney, was indicted on Dec. 17, 2014 for course of sexual conduct against a child in the first degree, a class B felony; four counts of criminal sexual act in the first degree, a class B felony; four counts of criminal sexual act in the second degree, a class D felony; and two counts of endangering the welfare of a child, a class A misdemeanor.

It is alleged that between September 2006 and January 2008 at two locations in the Town of Oxford, Quigley did perform oral sex on a male child under 13 years of age on more than one occasion. The child was nine years of age when the alleged sex crimes first took place in Sept. of 2006.

It is also alleged during the months of Sept. and Oct. of 2006, at a private residence in the Town of Oxford, Quigley did perform oral sex on another male child less than 15 years of age on more than one occasion. The child was 13 years of age when the alleged sex crimes took place.

Before Quigley was indicted in Dec. of 2014, he was indicted months before on similar charges for the same case, but his lawyer had some of the charges dismissed due to insufficient evidence.
