Five Sentenced In County Court; Three Plead Not Guilty

NORWICH – Five individuals indicted on felony charges were sentenced in county court Friday, while three others pleaded not guilty to the charges brought against them.

• Dale W. Brooks, 43, Afton, pleaded guilty to one count of third degree grand larceny – a class D felony – after admitting he collected more than $10,000 in unemployment insurance benefits to which he was not entitled. He was sentenced to five years probation and must pay restitution in the amount of $10,070.

• Jeremy Q. Decker, 25, Bainbridge, admitted to violating the terms of his probation and was remanded to the Chenango County Correctional Facility pending his next court appearance.

It’s alleged that Decker – a registered sex offender in the state of New York – travelled outside the county on two separate occasions, had contact with children under the age of 18 and accessed the Internet without first registering with his probation officer, all violations of his probation.

In May of 2011, Decker pleaded guilty to first degree sexual abuse – a class D violent felony – after he allegedly had sexual contact with a child under the age of eleven.

• Peggy S. Barrows, 42, Norwich, was sentenced to five years probation and must attend drug treatment court over the course of the next year.
