Substitute CIT employee accused of stealing more than $39k in payments

NORWICH – A substitute employee of Valley Ridge CIT in Norwich is accused of receiving nearly $40,000 in compensation for time he allegedly never worked.

The New York State Inspector General Catherine Leahy Scott announced the arrest of Timothy B. Green of New Berlin. The 26-year-old was arrested this week, according to Chenango County District Attorney Joseph A. McBride.

Green is a former substitute direct care worker for the State Office for People with Developmental Disabilities (OPWDD) at Valley Ridge CIT. It’s alleged he had been submitting fraudulent pay vouchers for time investigators say he never worked.

The investigation was led by the Inspector General. It was found that Green was employed at Valley Ridge CIT beginning in November of 2013. Green worked on an ‘as needed’ basis, and would cover shifts that regular staff could not.

Subsequently, he was to submit payment vouchers – which required a supervisor’s signature – to confirm and verify the hours he worked. These vouchers were to be submitted to the OPWDD payroll office in Binghamton.

According to the New York State Police, “Green had fraudulently turned in time sheets for work that he did not do, from November 2014 through September 2015.”
