Million Dollar Bail Set For Accused Dealer

NORWICH – A trio of individuals charged with a variety of felony and misdemeanor crimes pleaded guilty in county court over the course of the week, while two others were remanded to the Chenango County Correctional Facility pending their next court appearance, one on $1 million cash bail.

• Barry L. Rattley, 27, Brooklyn, was remanded to the Chenango County Correctional Facility on $1 million cash bail following his arrest Oct. 24 on an active bench warrant for failure to appear on charges of third degree criminal possession of a controlled substance, a class B felony, and fifth degree criminal possession of a controlled substance, a class D felony.

At the time of his arrest, Rattley was charged with two additional counts of third degree criminal possession of a controlled substance, after Norwich City Police officers located him at a private residence Tuesday night. It’s alleged that, during the course of his arrest, Rattley was found to be in possession of a quantity of heroin, as well as other illegal substances not disclosed by authorities. He was indicted on the original criminal possession charges on Oct. 17, accused of “knowingly and unlawfully” possessing – with the intent to sell – 21 glassine envelopes containing the narcotic heroin, in addition to four plastic wraps containing .65 grams of the narcotic cocaine. He will re-appear in court at a later date.
