Alderman looks at solutions to littering problem

NORWICH – According to Sixth Ward Alderman Robert Jeffrey, the issue of littering in the city needs to be addressed.

At the January meeting of the Finance and Personnel Committee, Jeffrey discussed the possibility of purchasing signs that state the possible fines for the crime in an attempt to deter people from littering.

“Birdsall Street is a pass route for traffic, and for a lot of people it’s turning into an easy way to dispose of their water bottles,” Jeffrey said.



Jeffrey also pointed out the high number of shopping carts that are seen littering the streets. “There is a lot of garbage being thrown around, and to turn the city around we need a clean city,” Jeffrey said.

Police Chief Joseph Angelino explained that people can be written up for littering under both traffic laws and city ordinance laws, and both have been done in the past; however the amount of the fine is at the discretion of the judge.

Good Job, Mr Jeffrey, in paying attention to the appearance of our city and in trying to do something about it. Is there a chance that instead of leaving the fine solely up to the judge, that fines can be set like parking fines where they go up in proportion to the number of offenses and the amount of trash?

I do applaud the Alderman's efforts in cleaning up the city. I would point out that there are far more serious issues to take care of.
Financially he is a member of the board that is presiding over a declining economic environment. That topic deserves far more discussion than cigarette butts and trash.
There is a serious drug problem that is entrenched in the city. Why is it here? It is here because it is safe to do that here. By this I am saying that people can carry on their illegal activities with little fear of arrest or imprisonment.
I know the Alderman cannot do anything directly to deal with this, but the discussion of issues affecting the safety, and health of the city, both economic and physical, is certainly his to bring forward.
Remember the real issues here are not as trivial as cigarette butts and the proliferation of trash.
The Evening Sun should be the loudest voice in asking for change in areas the city really needs.
