NORWICH – The following are the Artist and Culinary award winners from the 12th annual Colorscape Chenango Arts Festival, which took place Sept. 9 and 10 in East and West Parks of downtown Norwich. Awards were presented at a complimentary awards breakfast held at the Norwich Elks Lodge Sunday morning.
